ORDER IT IS ORDERED: The Complaint and this action are dismissed without prejudice to Plaintiff commencing a new case by filing a complaint on the court-approved form complaint and either paying the $402.00 filing and administrative fees or filing an Application to Proceed In Forma Pauperis. Plaintiff's motion for injunctive relief and appointment of a special master (Doc. #1 ) is denied. The Clerk of Court must enter judgment accordingly. The Clerk of Court must mail Plaintiff the court-approved form for filing an Application to Proceed In Forma Pauperis (Non-Habeas) and the court-approved form for filing a civil rights complaint by a prisoner.
