Specifically, the Court grants Defendants' Motion as to Plaintiffs § 198 3 claims for false arrest and malicious prosecution, Plaintiffs second claim under Monell, Plaintiff's fourth claim for false arrest, and Plaintiff's fifth "torts in essence" claim.
