IT WAS RECOMMENDED that the Request to Proceed In Forma Pauperis be DENIED by Magistrate Judge Gail J. Standish. Reasons: Inadequate showing of indigency. Immunity as to all Defendants. No in forma declaration for Plaintiff Shorter; neither Plaintiff signed the Complaint; one pro se Plaintiff may not represent the other; and failure to state a claim upon which relief can be granted. No cognizable Section 1983 claim is stated for either Plaintiff. A Section 1983 claim may not be premised on an alleged ADA violation. Defendants are federal officials/employees sued for damages and in their official capacities only and, thus, the Complaint is barred by sovereign immunity. As a pro se litigant, Plaintiff Callier may not represented Plaintiff Shorter. The Complaint is signed by a "Willie L. Banks," who is not a party or Plaintiffs' counsel, in violation of Fed. R. Civ.
