Petitioner must pay the $5.00 filing fee on or before November 13, 2018, if he wishes to proceed with this case. But he need not do so if he intends to voluntarily dismiss this case, or if he otherwise agrees with the court's assessment in the October 5, 2018 Order to Show Cause Why Petition Should Not Be Recharacterized as a 2255 Motion and Dismissed.
