Phillips denying #8 EX PARTE APPLICATION for TRO: The Court finds that Plaintiffs have not demonstrated that they are likely to succeed on the merits, as it is unclear if venue and jurisdiction properly lie with this Court. Similarly, Plaintiffs have not shown that they are likely to suffer irreparable harm in the absence of preliminary relief. Mr. Lukov alleges no facts indicating that his removal is imminent, merely that he has been detained, (Doc. No. 7 Paragraph 105), and Mr. Ketsoyan has yet to be detained, (id. 7 Paragraph 82).
