Phil Sparks alleges a single count for fraud upon the court; however, the federal statute cited does not grant jurisdiction to federal court. Accordingly, the Court ORDERS Plaintiff to SHOW CAUSE no later than July 27, 2020 why this Court has subject matter jurisdiction over this case.
