Petitioner is a prisoner currently confined at the states Pelican Bay prison facility. He recently filed a habeas corpus petition using a form (CV-27) used by federal inmates to challenge their incarceration under 28 U.S.C. 2241. However, a review of the submission makes clear that Petitioner wishes to advance constitutional challenges to his state court criminal conviction.
