Petitioner challenges his 2003 conviction in the Los Angeles County Superior Court. The Court takes judicial notice of the records in Petitioners prior habeas cases in this district. Petitioner appears to contend that his new petition is warranted due to a change in law. (SEE DOCUMENT FOR DETAILED DISCUSSION). Accordingly, this district court lacks jurisdiction to entertain the petition, and summary dismissal is appropriate. Petitioners request to proceed in forma pauperis #3 is denied as moot.
