Because the person seeking transfer to Costa Rica in this Treaty Transfer case, herein called offender, has satisfied this Verifying Officer that he is financially unable to obtain counsel, and does not wish to waive counsel, and because the interests of justice so require, the Federal Public Defender for the Central District of California is hereby appointed to represent said offender pursuant to 18 U.S.C. Section 4109.
