The Court has received Plaintiff's Ex Parte Application for Temporary Restraining Order ("Application"), filed November 8, 2023. [Dkt. No. 6]. However, the Application fails to comply with the notice requirements of Fed. R. Civ. P. 65(b) and Local Rule 7-19, nor does it set forth any basis for which these requirements should be waived.
