MINUTES [IN CHAMBERS] ORDER by Judge James V. Selna: Plaintiff Dean Manes ("Manes") has filed a Complaint and Application for a Temporary Restraining Order ("TRO") ("Application"). (Docket No. 1.) Manes has not paid the filing fee. (Docket No. 3.) Moreover, he has only given notice via mail. (Local Rule 7-19.) Such notice is insufficient where a party requests expedited relief. The Court will take no action on the Application until Manes has paid the fee or presented a successful petition to proceed in forma pauperis. (es)
