For the reasons discussed below, Petitioner is ORDERED TO SHOW CAUSE within 28 days of the service of this Order why the Petition should not be dismissed because the Court lacks jurisdiction and because the claims alleged therein are not cognizable under Nettles v. Grounds, 830 F.3d 922 (9th Cir. 2016) (en banc). (see document for details). (dro)
