The Court has reviewed petitioner's Petition (ECF No. 1), respondent's Answer (ECF No. 7), and petitioner's Traverse (ECF No. 11). The Court will hold a telephonic hearing on Wednesday, May 13, 2020, at 10:00 a.m., at which time respondents will be ordered to show cause why petitioner -- if he has not been removed from theUnited States as of that date -- should not be released on bond until such time as his removal is possible. In particular, the hearing shall address the issues raised in the parties filings, including: (1) the allegation that petitioner failed to cooperate within the meaning of 8 U.S.C. 1231(a)(1)(C); and (2) whether petitioner's removal to Eritrea is affected by the ongoing coronavirus pandemic. Counsel for petitioner shall make arrangements for petitioner to appear telephonically at the hearing, and shall provide the Court with the names and circumstances of potential sureties, as well as a potential address for petitioner if released.
