(Req., ECF No. #5 .) Here, Plaintiff seeks an order against persons not parties to Plaintiff's lawsuit, regarding harm unrelated to Plaintiff's lawsuit. (See Req.) As such, the Court does not have jurisdiction to grant Plaintiff's request. The proper avenue for Plaintiff's request is the administrative process at West Valley Detention Center.
