For the duration of this action, Respondents are ENJOINED from re-detaining Petitioner without providing notice and a pre-deprivation hearing before a neutral adjudicator. Respondents are also ENJOINED from transferring Petitioner outside of the Central District of California pending final resolution of his case. Respondents are ENJOINED from removing Petitioner to a third country without notice and an opportunity to be heard on any fear of persecution or torture he has in that third country.
