Therefore, IT IS HEREBY ORDERED that pending time to allow a full hearing for determination of the Order to Show Cause Why a Preliminary Injunction Should Not Issue, the OAH Decision is hereby stayed, and Defendants are restrained and enjoined from seeking extrajudicial enforcement of the OAH Decision, including through a compliance complaint to the California Department of Education ("CDE"). The Court finds that no security is required prior to the issuance of this Temporary Restraining Order.
