Respondent the Commissioner of Internal Revenue is DIRECTED to file a consolidated answer to these petitions within 14 days from the date of this order. See Fed. R. App. P. 21(b)(1). The Court INVITES the Tax Court Judge to address the petitions within the same 14-day period. See Fed. R. App. P. 21(b)(4). If the Tax Court Judge elects not to participate, the Court requests that the Tax Court Judge provide a letter to that effect to this Courts Clerk of Court within the same 14-day period.
