ORDER (Clerk) The foregoing motions are considered. It is noted that the appeal at C.A. No. 19-1670 concerns Appellant's timely appeal of the District Court order dismissing his complaint, and the appeal at C.A. No. 19-2450 concerns Appellant's timely appeal of the District Court order denying his timely motion for reconsideration of the order dismissing his complaint. It appears that Appellant voluntarily withdrew his appeal at C.A. No. 19-1670 after being granted in forma pauperis status. Insofar as Fed. Rule App. P. 4(a)(4) would have permitted Appellant to file an amended notice of appeal in C.A. No. 19-1670 to challenge the denial of his motion for reconsideration, the appeal at C.A. No. 19-1670 is reopened administratively and Appellant's motion to consolidate is granted. The appeals at C.A. Nos. 19-1670 and 19-2450 are hereby consolidated for all purposes. Accordingly, Appellant's in forma pauperis status will carry over to the appeal at C.A. No. 19-2450. No action will be taken regarding Appellant's motion to proceed in forma pauperis and motion to be relieved from filing a prison account statement in the appeal at C.A. No. 19-2450. , filed.
