ORDER (SMITH, Chief Judge, SHWARTZ and SCIRICA, Circuit Judges) After considering the petition and motion, the following deadlines are ordered: The plaintiffs-respondents are directed to file an answer to the petition for a writ of mandamus on or before Wednesday, September 11, 2019. See Fed. R. App. P. 21(b)(1). The petitioner may reply by 4:00pm on Friday September 13, 2019. The Honorable Arthur J. Schwab is invited to address the petition by filing a response by 4:00 p.m. on Friday, September 13, 2019. See R. App.P. 21(b)(4). If the plaintiffs-respondents want to submit a more formal response in opposition to the petitioner's stay motion, they must do so by 9:00 a.m. on Monday, September 9, 2019.
