App. P. 22(a), an application for a writ of habeas corpus must be made to the appropriate district court. If made to a circuit judge, the application must be transferred to the appropriate district court. Accordingly, it is hereby ORDERED that the petition is transferred to the United States District Court for the Eastern District of Pennsylvania. This Court's authorization may be required before the district court can consider a second or successive habeas petition or motion under 28 U.S.C. Section 2255. See 28 U.S.C.
