Appellants motion claimed the plaintiff does not have the funds to pay [him] for the additional legal services involving remaining issues before [the district court]. This order may not be a final decision[] under 28 U.S.C. 1291 or otherwise appealable. Compare United States v. Bertoli, 994 F.2d 1002, 101014 (3d Cir. 1993), with United States v.
