To the extent that Appellant seeks an order enjoining ongoing state court proceedings, his request for injunction relief is barred by the Anti-Injunction Act. See In re Prudential Ins. Co. of America Sales Practice Litig., 261 F. 3d 355, 364 (3d Cir. 2001) (recognizing that the Anti-Injunction Act, 28 U.S.C. Section 2283, "is an absolute prohibition against enjoining state court proceedings unless the injunction falls within one of three specifically defined exceptions") (citation omitted). His motion for a TRO otherwise fails to make a colorable showing of irreparable harm. See Kos Pharm., Inc. v. Andrx Corp., 369 F. 3d 700, 708 (3d Cir. 2004). Appellant has failed to demonstrate a basis for granting expedited review. See 3d Cir. L.A.R. 4.1 (providing that a motion to expedite an appeal should only be granted for "exceptional reasons").
