ORDER (SHWARTZ, KRAUSE and MATEY, Circuit Judges) Clifton Williams seeks review of the District Court's March 25, 2024 order denying his motion for preliminary injunctive relief (DC ECF No. 30) in this case concerning restrictions on the provision of food by SCI-Mahanoy to Williams and other Muslim inmates during the holiday feasts of Eid al-Fitr and Eid al-Adha. We exercise appellate jurisdiction under 28 U.S.C. Section: 1292(a)(1). Insofar as Williams has moved for expedited consideration of this appeal, his request is granted. Federal Rule of Appellate Procedure 5 is not implicated herethis is not a discretionary appealso we deny as unnecessary Williams's motion for relief from the filing requirements of Rule 5(c). The District Court's March 25, 2024 order is summarily affirmed. See 3d Cir. L.A.R. 27.4 (2011); 3d Cir. I.O.P. 10.6 (2018). We reach that result because Williams failed to carry his burden to "establish that he is likely to succeed on the merits, that he is likely to suffer irreparable harm in the absence of preliminary relief, that the balance of equities tips in his favor, and that an injunction is in the public interest." Winter v. Nat. Res. Def. Council, Inc., 555 U.S. 7, 20 (2008). Thus, insofar as Williams also moves for injunctive relief pending disposition of this appeal, that motion is denied. We hold only that Williams failed to carry his burden at this juncture, as the District Court correctly determined, and express no opinion as to ultimate disposition of his claims in the District Court.
