NONCOMPLIANCE Order sent to Petitioner Mr. Darrell Hubbard requesting After the above-captioned petition for writ of mandamus was received, the petitioner was ordered to bring the petition into compliance with Federal Rule of Appellate Procedure 21 by paying the required fee and filing a certificate showing that a copy of the petition has been served on the other parties and provided to the three district-court judges. In lieu of paying the fee, the petitioner has submitted a motion to proceed in forma pauperis ("IFP"). The petitioner did not, however, submit the required certificate of service, showing that a copy of the petition for writ of mandamus docketed on April 8, 2025, has been served on the other parties and provided to each of the district-court judges. Therefore, action on the petition for writ of mandamus and IFP motion is deferred. See Fed. R. App. P. 21(a)(3). Within fourteen days, the petitioner must serve the petition on each party to the proceeding in the trial court (or on counsel for each party), and provide a copy of the petition for writ of mandamus to each of the district-court judges. NONCOMPLIANCE Order sent to Petitioner Mr. Darrell Hubbard, Action on the above-captioned petition for writ of mandamus is hereby deferred. Petitioner did not submit the docketing fee or a motion for leave to proceed in forma pauperis ("IFP") with the mandamus petition.
