It is unclear how the Court should proceed with this matter. Accordingly, the parties are hereby directed to file responses within 21 days of the date of this Order addressing whether the appeal should be dismissed for lack of standing, or otherwise administratively dismissed because it was not intended as a notice of appeal to this Court.
