ORDER (BIBAS, PORTER and MONTGOMERY-REEVES, Circuit Judges) The request for a certificate of appealability is denied. See 28 U.S.C. Section: 2253; Slack v. McDaniel, 529 U.S. 473, 484 (2000). Appellant Curtis Williams has failed to show that jurists of reason would debate the District Court's conclusions that his Brady claims were meritless because the allegedly withheld information was not material, see Dennis v. Sec'y, Pa. Dept. of Corr., 834 F.3d 263, 295 (3d Cir. 2016), that the rest of his claims were procedurally defaulted, see Rolan v. Coleman, 680 F.3d 311, 317 (3d Cir. 2012), and that he failed to overcome the defaults. See Levya v. Williams, 504 F.3d 357, 366 (3d Cir. 2007); see also Martinez v. Ryan, 566 U.S. 1, 14 (2012). Reasonable jurists would also not debate the District Court's denial of Williams' request for an evidentiary hearing. See 28 U.S.C. Section: 2254(e)(2). Panel No.: ALD-212.
