ORDER (BIBAS, PHIPPS and NYGAARD, Circuit Judges) Appellant's Motion to reconsider, construed as a motion to reopen, and his motion to proceed in forma pauperis are granted. His motion for an exemption for the PACER fees incurred with respect to this case is granted retroactive to June 5, 2025. In order to process any exemption, Bulls PACER account number is required. Bulls shall provide the Clerk with the account number in writing within 14 days from the date of this order. Once the account information is received, the Clerk is directed to issue an order with all needed information and forward the order to the PACER Service Center. Appellant's Motion to expedite this appeal is denied because he does not provide an exceptional reason warranting expedition. To the extent that Bulls appeals from the District Courts order to show cause, we dismiss this appeal for lack of appellate jurisdiction. We otherwise have jurisdiction under 28 U.S.C. section 1291. We exercise plenary review of the District Court dismissal of Bulls complaint as frivolous. Upon review, we summarily affirm the District Courts order of June 2, 2025, because no substantial question is presented on appeal. Appellant has filed a document entitled emergency motion to stay District Courts July 21, 2025, order pending appeal. To the extent that he asks us to stay the filing injunction which was entered while this appeal was pending, his request is denied. However, because his stay motion evinces his intention to appeal the District Courts order of July 21, 2025, we also direct the Clerk of this Court to transmit the document to the District Court to be filed as a notice of appeal (with the filing date of July 22, 2025).
