ORDER (KRAUSE, MATEY and BOVE, Circuit Judges) The foregoing notice of appeal, construed as a request for a certificate of appealability, is denied. See 28 U.S.C. Section: 2253(c)(1). Jurists of reason would not debate the denial of Appellant's motion to vacate sentence pursuant to 28 U.S.C. Section: 2255. See Slack v. McDaniel, 529 U.S. 473, 484 (2000). In particular, reasonable jurists would not debate that Appellant's claims were either procedurally defaulted or meritless. See Massaro v. United States, 538 U.S. 500, 504 (2003) (noting "the general rule that claims not raised on direct appeal may not be raised on collateral review unless the petitioner shows cause and prejudice"); see also Strickland v. Washington, 466 U.S. 668, 687 (1984); Lafler v. Cooper, 566 U.S. 156, 174 (2012) (explaining that to establish ineffectiveness, "a defendant must show the outcome of the plea process would have been different with competent advice."). We have considered Appellant's supplemental claims challenging his 18 U.S.C. Section: 922(g)(1) conviction under Rehaif v. United States, 588 U.S. 225 (2019), and determined that he cannot make a substantial showing of the denial of a constitutional right. Panel No.: BLD-028. KRAUSE, Authoring Judge.
