ORDER (BIBAS, PHIPPS and NYGAARD, Circuit Judges) Pennsylvania inmate Leon Howard seeks authorization under 28 U.S.C. 2244 to file a second or successive habeas petition under 28 U.S.C. 2254. The motion and the supporting documents attached thereto are sufficient for the Court to assess whether the motion satisfies the standard for authorization under 2244(b); any technical non-compliance with 3d Cir. L.A.R. 22.5(a) (2011) has been excused. Howards unopposed motion to file under seal an unredacted version of the 2244 motion is granted. The unredacted filing will be sealed for twenty-five (25) years. The 2244 motion itself is denied because Howard fails to prima facie show that, in light of his new evidenceand but for constitutional errorno reasonable factfinder would have found [him] guilty of the underlying offense. 28 U.S.C. 2244(b)(2)(B)(ii); cf. Goldblum v. Klem, 510 F.3d 204, 227 (3d Cir. 2007) (explaining that the new evidence must be so persuasive and exculpatory that all 12 members of a jury who voted to convict . . . now would change their minds to the end that it is more likely than not that none of them would vote to convict[]).
