| Filing 7 NONCOMPLIANCE Order After the above-captioned petition for writ of mandamus was received, the petitioner was ordered to bring the petition into compliance with Federal Rule of Appellate Procedure 21 by paying the required fee and filing a certificate showing that a copy of the petition has been served on the other parties and provided to the district-court judge. Although the required fee has been paid by the petitioner, he did not submit the required certificate of service, showing that a copy of the petition for writ of mandamus has been served on the other parties and provided to the district-court judge. For those reasons, action on the petition for writ of mandamus and the other submissions received on November 24, 2025, is deferred. Within fourteen days, the petitioner must serve the petition on each party to the proceeding in the trial court (or on counsel for each party), and provide a copy of the petition for writ of mandamus to the district-court judge. A certificate of service reflecting that the petition has been served must be submitted to the Court of Appeals within fourteen days of the date of this order. No action will be taken on the filings unless proof of service is received. The proof of service must comply with Fed. R. App. P. 25(d)(1).
