ORDER (SHWARTZ, FREEMAN and CHUNG, Circuit Judges) According to Petitioner, his "Independent Petition for Supervisory Review and Policy Guidance Regarding Access to Courts, Use of Artificial Intelligence, Hallucination Risk, Ethical Accountability, and Public Trust in Pro Se and Underrepresented Litigation" (hereinafter "the Petition") "is not a writ of mandamus and not an appeal on the merits," and "[i]t does not seek . . . case-dispositive relief against any judge, clerk, attorney, or party." 3d Cir. Dkt. No. 1-3, at 2. Instead, the Petition effectively asks this Court to issue an advisory opinion about pro se litigants' ability to use artificial intelligence and polygraph examinations in litigation. See id. at 14-15. Because federal courts do not have the power to issue advisory opinions, see Preiser v. Newkirk, 422 U.S. 395, 401 (1975), we deny the Petition.
