ORDER (KRAUSE, Circuit Judge) To the extent the exhibits that Appellant seeks to attach appear in the District Court record, we already have those documents before us and can consider them. And to the extent the exhibits do not appear in the District Court record, they may not be considered by this Court. A district court record includes "(1) the original papers and exhibits filed in the district court; (2) the transcripts of proceedings, if any; and (3) a certified copy of the docket entries prepared by the district clerk." Fed. R. App. P. 10(a). Consequently, "papers not filed with the district court or admitted into evidence by that court are not part of the record on appeal." Barcamerica Int'l USA Trust v. Tyfield Imps., Inc., 289 F.3d 589, 5994 (9th Cir. 2002) (citation modified). As a result, Appellant's motion to attach supplemental exhibits to his petition for rehearing is DENIED. Under this Court's IOPs, a judge must vote within 10 days from the day of submission for a petition for rehearing. See 3d Cir. I.O.P. 9.5. If the requisite number of judges do not vote for rehearing within that 10-day period, the petition will be denied. As such, this Court's circulation period will allow for prompt review of Appellant's petition for rehearing. Appellant's motion to expedite is therefore DENIED as moot. . KRAUSE, Authoring Judge.
