Appellant is advised that this case was opened in the Court of Appeals based on the notice of appeal he filed in the District Court on February 19, 2026, a copy of which is enclosed. A copy of the docket sheet for this appeal is also enclosed. If Appellants wishes to proceed with the appeal, he must file a motion to reopen demonstrating good cause for reopening the case within fourteen (14) days of the date of this order. Within the same 14-day period, he must also either pay the $605 filing fee in the District Court or file the following in the Court of Appeals: 1) motion to proceed in forma pauperis; 2) affidavit of poverty with addendum (form enclosed); 3) authorization for withdrawal of funds (form enclosed); and 4) a prison account statement for the 6 month period prior to the filing of the notice of appeal.
