May 4, 2026 Opinion or Order Filing 18 ORDER (BIBAS, PHIPPS and NYGAARD, Circuit Judges) Appellant's 28 U.S.C. Section 2244 application seeking authorization to file a second or successive 28 U.S.C. Section 2255 motion is denied. Appellant has failed to make a prima facie showing that his proposed Section 2255 motion relies on "newly discovered evidence that, if proven and viewed in light of the evidence as a whole, would be sufficient to establish by clear and convincing evidence that no reasonable factfinder would have found [him] guilty of his offense or a new rule of constitutional law, made retroactive to cases on collateral review by the Supreme Court, that was previously unavailable." 28 U.S.C. Section 2255(h). Appellant's motion to redact personal identifying information and for a protective order is denied. To the extent Appellant seeks other relief, it is denied. Panel No.: CLD-108.
