ORDER (SHWARTZ, FREEMAN and CHUNG, Circuit Judges) Petitioner's "Motion to Waive Additional Documents," which we construe as a motion for relief from LAR 22.5 requirements, is granted. However, Petitioner's application for leave to file a second or successive habeas petition is denied, for he has failed to make a prima facie showing that his proposed habeas petition relies on (1) a new rule of constitutional law that the United States Supreme Court has made retroactive to cases on collateral review, or (2) newly discovered evidence that, if proven, would be sufficient to establish by clear and convincing evidence that, but for constitutional error, no reasonable factfinder would have found him guilty of his underlying offenses.
