ORDER (Clerk) After the above captioned petition for writ of mandamus was received, the petitioner was ordered to bring the petition into compliance with Federal Rule of Appellate Procedure 21 by filing a certificate showing that a copy of the petition has been provided to the district-court judge. On June 22, 2026, the petitioner filed a supplement to the mandamus petition, titled "Emergency Notice of De Facto Injunctive Denial and Request for Immediate Summary Remand Based on the Lower Court's 17-Day Total Administrative Paralysis." The petitioner did not, however, submit the required certificate of service, showing that a copy of the petition and supplement have been provided to the district-court judge. For this reason, action on the petition for writ of mandamus, request for immediate stay, motion to proceed in forma pauperis, and supplement is deferred. Within fourteen days, the petitioner must provide a copy of the petition for writ of mandamus and supplement to the district-court judge. See Fed. R. App. P. 21(a)(1). A certificate of service reflecting that the petition and supplement have been served must be submitted to the Court of Appeals within the same 14-day period. See Fed. R. App. P. 21, 25. No action will be taken on the filings unless proof of service is received. If it is not received by the deadline, the petition may be dismissed without further notice. See 3d Cir. L.A.R. 107.2.
