ORDER (Clerk) The foregoing is hereby considered. The request for clarification of the service requirements is granted to the following extent. Writs of prohibition are governed by Federal Rule of Appellate Procedure 21. Under Fed. R. App. P. 21(a)(1), a party petitioning for a writ of prohibition must serve the petition on all parties to the proceeding in the trial court and provide a copy of the petition to the trial-court judge. Given this, Petitioner himself must identify the specific lower court action(s) this petition is seeking relief in, serve all parties in that action(s) (or counsel for those parties) with a copy of the petition, and provide a copy of the petition to the trial-court judge(s) assigned to the action(s). This Court does not provide service for litigants, even those granted indigent status. Service can be effectuated using one of the methods of service listed in Fed. R. App. P. 25(c). Petitioner must then file with this Court a certificate of service reflecting that the petition has been served and including the names of all respondents, to include any judges served, and the date and manner of service. See Fed. R. App. P. 21, 25. Proof of service must be filed within 14 days of the date of this order. Action on all of Petitioners other filings and requests for relief in this case, to include the motions to proceed in forma pauperis, is deferred pending filing of the required proof of service. The petition and other filings will not be submitted to the Court until the certificate of service is received.
