| COURT ORDER DENYING as unnecessary motion to file successive petition filed by Movant Mr. Christopher Keith Handy [ # 8959969-2 ]. This is Handy's third unnecessary motion seeking authorization to file a successive Sect. 2254 application. Absent any other bars to relief, Handy may proceed in the district court once he has exhausted his state court remedies, without additional authorization. Handy is cautioned that frivolous, repetitive, or otherwise abusive filing will invite the imposition of sanctions, including dismissal, monetary sanctions, and restrictions on his ability to file pleadings in this court and any court subject to this court's jurisdiction.
