He is mistakened that when we accepted and transmitted his notice of appeal and motion for IFP, that he would be IFP on appeal. The documents were instead, transmitted for filing and consideration. The appeal is current held in abeyance pending district court's ruling on his motion to alter or amend judgment. Once ruled on, notice will be issued accordingly.
