ORDER: The following is before the court: LETTER, filed on July 22, 2019, by the pro se appellant. A review of the courts docket indicates that this appeal may not proceed without a certificate of appealability. If the appellant would like to file a separate request for a certificate of appealability, he may do so by August 26, 2019. If the appellant does not file a motion by that date, his notice of appeal previously docketed in this court will be deemed to constitute an application for a certificate of appealability. See Fed. R. App. P. 22(b)(2). A further review of the docket indicates that on July 22, 2019, the appellant filed a motion for leave to proceed on appeal in forma pauperis and on July 23, 2019, the clerk transferred the motion to the district court for ruling in the first instance. The courts docket also indicates that the appellant has not filed the required Circuit Rule 3(c) docketing statement. Accordingly, IT IS ORDERED that the appellant file the overdue docketing statement by August 9, 2019. Finally, the clerk will send the appellant a copy of this courts public docket.
