Motion for leave to withdraw appeal if and only if the court waive the IFP fees and refund the appellant. Accordingly, to the extent that the appellant needs additional time to pay the initial partial filing fee, the appellant shall pay the initial partial filing fee in the district court by August 7, 2025. To the extent that the appellant seeks to withdraw his appeal, the motion is DENIED without prejudice to renewal in a motion that complies with Federal Rule of Appellate Procedure 42(b).
