Plaintiff's renewed application for leave to appeal in forma pauperis is denied without prejudice. Plaintiff has not complied with the Court's 12/4/25 order [184], which required him to either prepay the $605.00 appellate filing fee or submit a properly completed in forma pauperis affidavit that reflects his current means of support. Plaintiff has answered "n/a" (presumably, not applicable) to all questions concerning income received in the past twelve months from any of a number of sources. The answer remains improper. Plaintiff, who now resides in Dubai, is not in custody, and although he states that he is permanently disabled, it is not plausible that he is subsisting without any means of support. Plaintiff also has not listed his issues on appeal, as the Court directed him to do in its prior order.
