ORDER: On consideration of the papers filed in this appeal and review of the short record, this appeal is DISMISSED because it is frivolous. At screening, 28 U.S.C. 1915A, the district court dismissed this suit seeking mandamus against state officials under 28 U.S.C. 1361 because mandamus is available against only an officer or employee of the United States or any agency thereof. There is no suggestion that the defendant is a United States employee or officer, or that any alternative authority would allow a district court to order a state official to perform specific duties allegedly required by state law. Nor does appellant identify a substantial argument that he has a federal constitutional right to have an individual state official provide him with a transcript. Summary disposition is appropriate where any arguments an appellant could raise are incomprehensible or completely insubstantial. United States v. Fortner, 455 F.3d 752, 754 (7th Cir. 2006).
