ORDER: The petition is DENIED. The Crime Victims Rights Act, 18 U.S.C. 3771, does not apply to the petitioners. See 18 U.S.C. 3771(e)(2)(A) (defining crime victim as a person directly and proximately harmed as a result of the commission of a Federal offense or an offense in the District of Columbia); Jimenez v. Waller, 498 F. App'x 633, 635 (7th Cir. 2012) (per curiam). Further, the petitioners have not established that they are entitled to mandamus relief, which is appropriate only in exceptional circumstances amounting to a judicial usurpation of power or a clear abuse of discretion. Cheney v. U.S. Dist. Ct. for D.C., 542 U.S. 367, 380 (2004). The state court is properly exercising jurisdiction over questions of child custody, and Morrow has not shown that the district court has exceeded its authority or abused its discretion. David F.
