The petition refers to a final administrative order, but petitioner has not provided a copy of that order. See 9th Cir. R. 15-4. Within 28 days after the date of this order, petitioner shall file a statement explaining why this petition should not be dismissed for lack of jurisdiction. Petitioner shall also include a copy of the final order of removal challenged in this petition for review. The government may file a response within 10 days after service of petitioners statement. If petitioner does not respond to this order, the petition for review may be dismissed by the Clerk for failure to prosecute. See 9th Cir. R. 42-1. Also within 28 days after the date of this order, the government shall file a copy of any final order of removal that may be the subject of this petition, including any reinstatement order, or a statement that it is unable to locate any such order. Alternatively, the government may file the certified administrative record (CAR). If the government does not file the CAR within 21 days after the date of this order, it remains due April 5, 2019. Briefing is stayed pending resolution of this order. If necessary, the court will set a briefing schedule for this petition upon disposition of this order.
