| Filing 3 Filed order (MARY M. SCHROEDER, BARRY G. SILVERMAN and RICHARD R. CLIFTON) In this application for authorization to file a second or successive 28 U.S.C. 2254 habeas corpus petition in the district court, the applicant raises the same claims that were presented in case number 18-73176, which this court denied on January 17, 2019. The current 31-page application includes only one page that was not filed in case number 18-73176. That single page, however, adds no new claims. We, therefore, decline to entertain these claims and deny the application. The applicant has filed five applications for leave to file a second or successive habeas petition since 2016. We again caution the applicant that submitting meritless filings, which raise the same claims brought in previous applications, may result in the imposition of a prefiling review order or other sanctions.
