BUMATAY Petitioner seeks review of an order of the Board of Immigration Appeals upholding an immigration judges denial of asylum, withholding of removal, and protection under the Convention Against Torture (CAT). Substantial evidence supports the agencys determination that petitioner failed to establish the harm he experienced or fears was or would be on account of a protected ground. See Zetino v. Holder, 622 F.3d 1007, 1016 (9th Cir. 2010) (an applicants desire to be free from harassment by criminals motivated by theft or random violence by gang members bears no nexus to a protected ground). Substantial evidence also supports the agencys denial of CAT protection because petitioner failed to show it is more likely than not he will be tortured by or with the consent or acquiescence of the government if returned to Mexico. See Aden v. Holder, 589 F.3d 1040, 1047 (9th Cir. 2009). Petitioners contentions that the agency erred by using incorrect legal standards to evaluate CAT and by failing to adequately address this claim are not supported by the record. The governments motion for summary disposition (Docket Entry No. 24) is granted because the questions on review are too insubstantial to warrant full briefing. See 9th Cir.
