November 4, 2025 Opinion or Order Filing 17 ORDER FILED. Lisa B. Fitzgerald, Appellate Commissioner. Counsel Andrea R. St. Julians motion (Docket Entry No. 11) to withdraw under Anders v. California, 386 U.S. 738 (1967), is referred to the panel assigned to hear the merits of this appeal. The panel will conduct an independent review of the record and decide whether to allow counsel to withdraw and whether to appoint new counsel. See Penson v. Ohio, 488 U.S. 75, 80, 83-84 (1988).
