ORDER FILED. The unopposed motion to consolidate (Docket Entry No. 17 in No. 25-5580; Docket Entry No. 7 in No. 25-5977; Docket Entry No. 24 in No. 25-5582) is granted. Appeal Nos. 25-5580, 25-5977, and 25-5582 are consolidated. The parties must include all case numbers on future filings. Jean-Claude Andr, Matthew J. Stanford, Emily Heppermann, and Abby West, are appointed to represent J.L. for purposes of these consolidated cross-appeals only. The clerk will amend the docket to reflect that Jean-Claude Andr, Matthew J. Stanford, Emily Heppermann, and Abby West, are pro bono counsel for J.L. only.
