ORDER FILED. Sidney R. THOMAS, Eric D. MILLER, Holly A. THOMAS The motion to proceed in forma pauperis is denied as unnecessary. See 9th Cir. R. 22-3(a). Pursuant to the prefiling review order entered in Docket No. 92-80350, the court has reviewed the application for authorization to file a second or successive 28 U.S.C. 2254 habeas corpus petition that was transferred from the district court pursuant to Ninth Circuit Rule 22-3, and the supplemental filings docketed in these proceedings. The application, as supplemented, fails to make a prima facie showing under 28 U.S.C. 2244(b)(2), and is so insubstantial as to not warrant further review. Accordingly, it will not be permitted to proceed. See In re Thomas, 508 F.3d 1225 (9th Cir. 2007). Application No. 26-308 is therefore denied. All other pending motions are denied as moot.
